If you are in financial difficulty you will need to meet with a not for profit financial counsellor to be assisted in your application to list on the NHR.

You can locate a financial counsellor through the National Debt Helpline - click here or alternatively call 1800 007 007 to talk to a phone financial counsellor from anywhere in Australia (minimum opening hours are 9.30 am – 4.30 pm Monday to Friday).
